“Vintage Ensign"

Can anyone please help me track down the origin of this particular White Ensign? I am doing research on it for someone at a local museum.

‘A member of the public has a vintage ensign with the three initials FVE (order uncertain) in the lower fly quarter.

The flag was found in a boat shed on the Thames in the early 1970s, near Marlow.’
